WRI’s assessment

Russia’s Logistics Growth Index fell 3.8 points to 45.1 in August, dropping below its three-month average as severe fuel shortages and physical infrastructure destruction dragged down activity. The decline was primarily driven by a steep drop in business volume and sharp contractions in transportation and transport capacity, where widespread refining outages and record facility downtime triggered acute fuel deficits across numerous regions.
