WRI’s assessment
The Russia Logistics Growth Index slipped to 47.7 in July 2026, a 0.9-point decline that left the reading below its three-month average and ranked 14th of 16 regionally. The contraction was primarily driven by severe fuel shortages that crippled transportation and capacity, dragging both sub-indices down sharply as carriers faced idle fleets and abandoned long-haul routes.
